Condenser Recording Microphone

Is it true that a condenser microphone can be plugged directly into a PC and requires a mixer?
I will a home recording on my PC and need a microphone. I was told that the best microphones for recording vocals at home or in a studio are condenser microphones. However, when I went to take a look for today, I was informed by a store employee that if I wanted connect directly to my PC I need a dynamic microphone because I could not use a condenser mic if I had not a mixer. Is this true and can we explain the reasons for this?
If you are not concerned with a mixer or preamp, the difference in sound quality between a dynamic or condenser microphone is not enough to make a difference. You can use a condenser mic, but you can also save money yourself.
